Training, Education and Development Strategy 2006/07
The TED Strategy for 2006/07 was endorsed in principle at the Policing Board’s Human Resources Committee (HRC) meeting in June 2006. The HRC are responsible for ‘securing, promoting and monitoring implementation of the TED Strategy’ (Standing Order 2) and for developing, in collaboration with the PSNI Training College, a set of Key Performance Indicators (KPIs) to enable effective monitoring of the strategy.
The 2006/07 TED Strategy contains measurable actions against which the Policing Board can monitor PSNI’s progress every four months. This Strategy is for the first time supported by a costed training plan, which provides detailed information on each course/programme that the PSNI Training College intends to run over the year. This is in accordance with Home Office guidance.
A key focus for the Head of the Police College for 2006/07 is to capture all PSNI training activities, regardless of where or by whom they are delivered. Another key focus for the coming year will be to implement the training requirements from the Best Value Review of Patrolling. This report was brought to the Board in April 2007 and will monitored regularly throughout the year.
A key area of interest for the Policing Board over the coming year is training at a district level. Much training is delivered by district trainers based in District Command Units who are responsible for providing a wide range of programmes and courses emanating from new policies and legislation, as well as developing a local training plan which takes account of the local policing plan for the district.
