Human Rights Thematic Review: Policing of Children and Young People

The Policing Board as part of its continuing duty to monitor PSNI’s compliance with the Human Rights Act 1998 and to ensure fair, effective and efficient policing of all people in Northern Ireland has identified policing with children and young people as a priority for the Human Rights Advisor.


The Policing Board carried out its first review focusing on children and young people in 2011, with an update published in 2013, following a series of engagements with NGOs and young people themselves. The review at that time focused on a range of areas informed by these engagements; anti-social behaviour; dispersal policy and practices; and alternatives such as restorative justice.


Recent discussions at Performance Committee and with NI Commissioner for Children and Young People (NICCY) and Children's Law Centre have informed the Terms of Reference below.
