Policing Board Members today (12th November) met with the UN Special Rapporteur Señor Pablo de Greiff to assist his investigation into the work of the various authorities in Northern Ireland in relation to his mandate which deals with ‘truth, justice, reparations and guarantees of non-recurrence’.
Speaking about the meeting, Chair of the Policing Board Anne Connolly said: “The Board very much welcomes the opportunity to discuss a range of issues relating to policing with Snr de Greiff who is currently investigating work being undertaken by UK authorities in relation to ‘truth, justice, reparations and guarantees of non-recurrence’ with the aim of finding examples of good practice and making recommendations.
We met with Snr de Greiff as part of the law enforcement element of his visit, highlighting the important accountability mechanisms operated by the Board, the ground breaking work carried out by the Board in relation to human rights in policing and policing transformation and the remaining challenges. He was particularly interested in structures to be put in place in relation to the Historical Investigations Unit.”

The United Nations Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence works independently to inform and advise the United Nations Human Rights Council on the promotion of human rights compliant approaches to transitional justice. According to the UN, this approach should “ensure accountability, serve justice, provide remedies to victims, promote healing and reconciliation, establish independent oversight of the security system and restore confidence in the institutions of the State and promote the rule of law in accordance with international human rights law.”
