Could the Chief Constable update Members on the current situation regarding the ongoing review of the Code of Ethics and when the PSNI intend to bring a draft forward for discussion at the Performance Committee?

Extensive work has been carried out since 2017 in connection with a review of the Code of Ethics. In September 2021 a draft was shared with the Board for consideration. At that time the Board felt unable to support the draft in its current format. 

Despite further consideration, Police Service of Northern Ireland is not yet in a position to facilitate the submission of a revised draft Code of Ethics. 

The College of Policing had recently announced its intention to publish a revised Code of Ethics on 14th November 2023. This has been postponed due to concerns raised by the Home Secretary regarding its content and structure. The College’s intention is to resolve these concerns as quickly as possible. 

It would be Police Service of Northern Ireland’s intention to revisit any draft proposals to the Board after due consideration of the new College of Policing Code of Ethics. 

Police Service of Northern Ireland continues to believe that it remains beneficial to review the Code of Ethics to ensure that it clarifies the positive behaviours required from officers but also supports and facilitates effective decision making when issues of misconduct are being considered. 

Whilst work continues please be assured that the 2008 Code of Ethics remains fit for purpose.
