PSNI's Fleet Management Strategy

To provide confirmation of the PSNI ‘s Fleet Management Strategy and details of the recent purchase of additional vehicles and how they will be used to enhance service delivery.  Please also advise on how vehicle specification requirements for PSNI vehicles are determined and the procurement processes undertaken when purchasing vehicles.

Coincidentally, I commissioned a review of the existing strategy this week with the purpose of maximising opportunities for fleet modernisation and rationalisation.

The current Fleet Management Strategy is structured across a number of key areas which have been identified as integral to effective fleet management. These include:

  • Overall Vehicle Strategy
  • Fleet mix, Replacement Criteria, Procurement, Maintenance
  • Fleet Size
  • Fleet Deployment
  • Fleet Sustainability
  • Systems
  • Performance
     

There are currently 180 vehicles due for replacement this year and these are being purchased through the National Vehicle Procurement Framework. The vehicles being replaced meet the agreed replacement criteria, in that they are in excess of 100,000 miles and/or 6 years of age.

50 the new vehicles will provide patrol vehicles to support Local Policing Teams and Neighbourhood Teams with service delivery. 132 of the new vehicles are replacements for armoured saloon vehicles, providing appropriate protection for officers to undertake service delivery in areas of higher threat.

Vehicle specifications are developed taking account of national standards, input from national working groups and Police Service of Northern Ireland (PSNI) user feedback.

Procurement of vehicles is via the Crown Commercial Services National Framework, available to the Public Sector across the UK. This Framework delivers savings of at least 23% against vehicle Recommended Pricing. PSNI works closely with Central Procurement Directorate.
