To ask the Chief Constable why his decision to make Spit and Bite Guards permanent was published in the media on 13th June 2022 prior to providing Members with any response to the Board’s Report on “A Review of the PSNI’s use of Spit and Bite Guards” that was published in February 2022?


Answer

A detailed response to the report titled “A Review of the PSNI’s use of Spit and Bite Guards” was submitted to the Police Services’ Strategic Management Board on the 13th April 2022.

It was the intention of the Police Service to share a copy with the Northern Ireland Policing Board at that time. However, and very much regrettably, an internal administrative miscommunication prevented this action being taken.

The outstanding nature of this matter was brought to the attention of the Police Service following consultation with the Board’s Human Rights Advisor. Corrective action was immediately undertaken to ensure that the report was shared.

The Police Service reaffirms the offer for our policy lead, Assistant Chief Constable Chris Todd, to attend an early Committee meeting to provide you with further assurance around our decision making.
