Following the 3 September 2026 Board meeting in public, you can find below a series of statements from the Board Chair. This includes the Report on Outcome 2 of the Policing Plan 2025-30 We have safe and engaged communities with confidence in policing, the follow up review on the McCullough Report, progress on the Right Care Right Person and upcoming Conversations with Purpose events.
POLICING PLAN REPORT: OUTCOME 2 WE HAVE SAFE AND ENGAGED COMMUNITIES WITH CONFIDENCE IN POLICING
At today’s meeting the Board received a report on progress against Outcome 2 of the Policing Plan covering issues around confidence in policing, partnership working, tackling threats posed by organised crime groups, terrorism and paramilitaries, management of repeat offenders, tackling cyber crime and reducing road deaths with questions raised by Members on each of the indicators.
With increasing numbers of road deaths and serious injuries, questions were raised on deterrents that will improve driver behaviour around the Fatal 5 of speeding, drink/drug driving, not wearing a seatbelt, distractions (like mobile phones), and careless or inconsiderate driving.
Clarification was also sought on the PSNI Pursuit Policy given recent events arising from ‘wrong way’ driving. It was confirmed that further risk assessments were completed and plans in place to provide public information on the PSNI approach. PSNI updates were also provided in response to actions being taken to reduce the high numbers of PSNI vehicle rammings and resulting officer injuries.
Resourcing remained a focal point of discussions around service delivery and the need to have confirmation on actual budget provision. The Chief Constable was reassured of the Board’s support in terms of securing adequate resourcing for policing including the removal of ‘legacy costs’ from the funding allocation for present day service delivery.
As part of discussions today there was also a focus on how PSNI assess demand, evaluate risk and allocate resources to deliver the outcomes and indicators within the Policing Plan to provide Board assurance that available resources are being used effectively and efficiently. The workforce recovery plan was also discussed and planned allocations to increase officer numbers within Neighbourhood Policing Teams.

RIGHT CARE RIGHT PERSON
Board Members also welcomed reported progress on the Right Care Right Person initiative, to reduce the call on police resources in supporting vulnerable adults and ensuring the receive support quicker from appropriate health professionals. The Chief Constable reported that the planning phase will now move to an operational phase over the coming months with partnership agreements were now in place between policing and health service partners.
This will help ensure that that individuals in need will receive the right response from the service best placed to respond, and ensure resources available are used to best effect. The Board will continue to monitor progress in the time ahead.
MCCULLOUGH REVIEW
In light of the recent Judgement in the Investigatory Powers Tribunal Judgment given in Vincent Kearney and the BBC -v- Chief Constable of Northern Ireland and others, concern was registered with the Chief Constable in respect of the Tribunal’s findings, and particularly the profiling completed on Mr Kearney’s family.
The Board has sought confirmation that the follow up review agreed for Angus McCullough will review these issues and other matters that have since come into the public domain following the Spotlight programme.
CONVERSATIONS WITH PURPOSE
