Dip sampling on the use of Body Worn Video

Question type:Written

Question

We know that PSNI have been carrying out dip sampling on the use of BWV here. Can the Board get an update on that dip sampling?

Answer

With regard to this follow up question, it is worth noting that the PSNI’s body worn video supervisor review guidance document outlines that there is an expectation that supervisors will review a sample of footage for the use of force, traffic stops, stop and search and domestic incidents.

With regards to the use of body worn video relating specifically to stop and search encounters, the below table shows how often body worn video was used during a stop and search:

(1) Figures include vehicle-only searches. Figures exclude any persons/vehicles searched under warrant.

(2) Number of records that have been quality assured as at 10 August 2023.

In relation to the use of Spit and Bite Guards on persons who are under 18, these incidents are reviewed individually by the Chair and External Reference Group of the Service Accountability Panel (SAP) prior to each meeting. These incidents are then subject to further scrutiny during the SAP, which is attended by members of the Northern Ireland Policing Board
