Consultation launched on the Revised PSNI Code of Ethics

The Northern Ireland Policing Board (the Board) has opened a consultation on revisions to the Police Service of Northern Ireland (PSNI) Code of Ethics.

The Code of Ethics sets out standards of conduct and practice for police officers so they are aware of the rights and obligations arising from the Human Rights Act 1998.

The PSNI Code of Ethics was first issued in February 2003 and following a review, a second edition of the Code of Ethics was published in February 2008.

Both the Board and PSNI agree that a new review is required to ensure that this Code of Ethics is fit for purpose for today’s policing.

Over the course of the last year, the Board has worked with the PSNI to make revisions to the current Code and details of the proposed changes are now set out in the consultation document which can be found here.

The consultation will run from 18 August 2025 to 10 November 2025 and responses provided will be analysed and the resulting report assisting in finalising the new Code of Ethics 2025.

As a Board we are committed to providing effective independent oversight of policing, ensuring that the PSNI serves the public with high standards of professionalism and care and welcome views on this important consultation.
